The first Strategic Development Master Plan for the Valley region, which includes the Boroughs of Athens, Sayre, and South Waverly, Athens Township in Bradford County, PA, and the Village of Waverly and the Town of Barton in NY.  The Master Plan recommends specific and realistic projects and programs designed to strengthen the Valley’s competitiveness in the regional marketplace.  Guided by values strongly held by the community as reflected in the Visioning Process.  Recommendations are rooted in economic reality while recognizing the Valley to be a place that is livable, and fun.

The Economic Development Strategy takes the outcomes of the Visioning Process, the research and conclusions contained in the physical planning and market assessment chapters and formulates a framework for future development.  The Strategy also provides specific recommendations concerning business retention, development, and recruitment as well as discussion of organizational structures.

HLA was instrumental in preparing Land Use and Physical Planning Maps, collaborated in the Visioning Process and prepared numerous maps and Conceptual Plans for future development clusters in each municipality. Planning consultants included Belden Associates with the market study conducted by M-BRS Research & Consulting Services.
